What Is the Los Angeles County $4 Billion Settlement?

The Los Angeles County Board of Supervisors unanimously approved the original $4 Billion settlement in April 2025 to resolve claims dating back to 1959.

Six months later, in October 2025, the county added another $828 Million to cover claims brought by hundreds of additional survivors, bringing the total potential payout to roughly $4.8 Billion.

$4 Billion Lawsuit LA County Update

The Los Angeles County sexual abuse settlement has grown from the original $4 Billion agreement to approximately $4.8 Billion.

The settlement is intended to resolve claims from thousands of survivors who alleged they were sexually abused while housed in county juvenile detention facilities, foster homes, and other programs.

• July 17, 2026: More than $700 Million in settlement checks begin going out to survivors, marking the start of payouts under the historic agreement.
• June 15, 2026: A judge denies District Attorney Nathan Hochman’s request to halt the $4 Billion settlement, ruling that the decision to move forward with payouts belongs to the LA County Board of Supervisors.
• June 11, 2026: Hochman asks the court to pause settlement payouts, alleging that as many as 4 in 5 claims may be fraudulent.
• November 19, 2025: DA Hochman announces a criminal investigation into potentially fraudulent claims connected to the Los Angeles County $4 Billion settlement.
• October 2025: LA County adds $828 Million to the $4 Billion settlement to resolve claims involving another roughly 400 survivors.
• April 29, 2025: The LA County Board of Supervisors unanimously approves the original $4 Billion settlement, resolving thousands of sexual abuse claims dating back to 1959.

The start of settlement payments in July 2026 marks a major milestone for survivors who have waited years for compensation. More than $700 Million in checks have begun going out, and payments will continue to be distributed as eligible claims are processed and resolved.

First Settlement Checks Go Out to Survivors

More than $700 Million in settlement checks began going out to thousands of survivors in July 2026.

Survivors who receive compensation through the LA County settlement generally have the freedom to decide how to use their funds. Settlement money may help pay for medical or mental health care, everyday expenses, or other needs.

The disbursement is expected to continue in stages as the settlement administrator works through the full list of claims. At the same time, the DA's office says it will keep pursuing anyone who submitted fraudulent paperwork.

Judge Allows $4 Billion LA County Settlement Payouts to Proceed

A June 2026 court ruling removed a major potential obstacle to settlement payouts. Superior Court Judge Lawrence Riff denied Hochman’s request to potentially halt payments.

The decision means that the DA’s concerns about fraudulent claims won’t prevent the county from moving forward with payments to survivors whose claims have been approved.

For thousands of survivors who have already waited years for acknowledgment and justice, the ruling offers renewed hope that they’ll finally receive the financial recovery they were promised.

LA County DA Seeks to Freeze Settlement Payments

Hochman escalated the fraud investigation by asking the court to pause settlement payments until December 31, 2026, while his office reviewed claims. His office alleged that as many as 81% of the 11,000 claims filed showed potential signs of fraud.

However, the allegation doesn’t mean that 81% of claims have been proven fraudulent. Attorneys representing survivors strongly disputed the DA’s characterization of the claims and opposed a delay in payments to those who had already waited years for compensation.

DA Nathan Hochman's Fraud Investigation

In November 2025, Los Angeles County District Attorney Nathan Hochman announced that his office had opened a wide-ranging investigation into potentially fraudulent claims within the $4 Billion LA County settlement.

The probe followed reporting that identified several people who said they were paid by recruiters to file abuse claims against the county, including some who later admitted the claims were false.

Hochman has said his investigation will focus on the people "higher up the chain," like recruiters and medical providers who may have submitted fraudulent paperwork.

$828 Million Added to LA County Sex Abuse Settlement

In October 2025, Los Angeles County agreed to contribute an additional $828 Million to compensate survivors of sexual abuse in foster care and juvenile detention systems.

This new allocation builds on the $4 Billion settlement approved earlier in 2025 and brings the total payout to more than $4.8 Billion.

The additional $828 Million will cover 415 new LA County sex abuse claims filed after the earlier settlement was announced. The funds will help ensure that all survivors who came forward within the state’s lookback window receive compensation.

Under the original $4 Billion settlement, individual payouts were expected to range from $100,000 to $3 Million per survivor. Payouts under the new $828 Million agreement will likewise be determined based on factors specific to each survivor.

Even with the added child abuse settlement, the county is still facing about 2,500 sex abuse cases. That number is expected to rise as survivors continue to come forward and seek justice.

What Facilities Are Included in the LA County Settlement?

The LA County settlement covers claims of sexual abuse that occurred across a range of county-run or supervised facilities and programs. It is not limited to abuse at a single detention center, foster home, or shelter.

Claims involve children and teens who were placed in the care or custody of Los Angeles County, including those housed in juvenile detention facilities or placed in foster care and other residential settings.

Facilities included in the LA County settlement include:

• Juvenile halls: Central Juvenile Hall, Barry J. Nidorf Juvenile Hall in Sylmar, Los Padrinos Juvenile Hall in Downey, and other county juvenile detention facilities
• Foster homes: Foster placements overseen by the county's Department of Children and Family Services (DCFS)
• MacLaren Children's Center: A shelter in El Monte that operated from 1961 to 2003 and is tied to a significant share of the claims
• Other group homes and shelters: Facilities operated or overseen by the LA County Probation Department and DCFS

Many survivors say they were sexually abused by guards, physicians, staff members, or other adults responsible for their care and safety. Some also reported being restrained, drugged, or placed in solitary confinement.

The allegations span decades, with a large portion of survivors reporting abuse that occurred during the 1980s through the early 2000s. For some, the $4 Billion settlement represents the first opportunity to hold the county accountable for abuse they experienced as children.

Eligibility for the $4 Billion Settlement in LA County

The LA County settlement generally covers survivors who experienced sexual abuse as minors while in the county’s juvenile detention or foster care system and who filed claims that are being resolved through the settlement.

LA $4 Billion Settlement​ Statute of Limitations

The claims that make up this settlement were made possible by AB 218, a 2019 California law that temporarily suspended the statute of limitations for childhood sexual abuse claims.

AB 218 opened a 3-year lookback window, running from January 1, 2020 through December 31, 2022 that allowed survivors to file claims no matter how long ago the abuse happened, even if the deadline to sue had already passed under the old law.

That lookback window is how the roughly 11,000 claims in this settlement came to be filed, and it has since closed. However, that doesn't necessarily mean your time to take legal action is up.

Under the current version of California law for child sexual abuse claims:

• Survivors generally have until their 40th birthday, or 5 years from the date they connect their psychological injury to the abuse, whichever is later, to file a claim.
• For abuse occurring on or after January 1, 2024, California has eliminated the civil statute of limitations for childhood sexual assault claims entirely.

A separate revival window under a related California law allows certain previously time-barred claims to be filed through December 31, 2027. This window applies to certain claims involving institutional cover-ups of sexual abuse.

How Much Could Survivors Receive from the LA County Sexual Abuse Settlement?

Individual payouts under the original $4 Billion LA County settlement were expected to range from $100,000 to $3 Million per survivor. Payouts for claims included in the additional $828 Million settlement are being determined using similar criteria.

$4 Billion Settlement Payout Date​
